Looks to me like it's pulling one of the Pennsy's famous "Off-The-Beaten-Track" excursion trains. Wave to the Engineman! The photographer's name, the exact date, and the location are not recorded. Prominent in the center is Pennsylvania Railroad engine #9478, an FP-20 built by Fairbanks-Morse in September of 1948, rated at 2,000 horsepower, later regeared and reclassified as an FF-20, and retired in December of 1963 after just 15 years of revenue service.
